Four Methods, in Descending Order of How Well They Work

Fall protection is a hierarchy, not a shopping list. Eliminate the hazard, prevent the fall, restrain the worker, arrest the fall — and each step down is a step further from the ideal.

Fall elimination is always the most effective method: the worker is never suspended above a surface, so they cannot fall.
01 How the standard changed

Each Level Is a Fallback From the One Above

The four methods are not alternatives to choose between. They are ordered: you drop to the next only when the one above cannot be applied. The bar lengths below are that order — how much of the risk each level removes before the next one is needed.

M1

Passive

Fall elimination
Remove the need to be at height at all.
Example: an extension pole to change a lightbulb; scaffolding assembled at ground level.

M2

Passive

Fall prevention
Barriers and guardrails erected by management, plus restraint systems that position the worker clear of the edge.
Included: passive restraints the worker does not physically manipulate.

M3

Active

Fall restraint
The worker is attached to a fixed anchor with short enough lead that the edge is out of reach.
Equipment: safety belt or body harness, weight-rated, anchored to a fixed point.

Active

Fall arrest
Catches the worker mid-fall, stopping them before impact.
Equipment: body harness plus lanyard or lifeline to an anchor point.

03 What OSHA requires of employers

Four Employer Duties

Fall protection standards are defined and enforced by OSHA, a division of the US Department of Labor. Employers are responsible for knowing and enforcing them.
Note the third duty: protective equipment is provided at no cost to the worker. Where the hazard can be engineered out instead, that cost disappears along with the dependency on the equipment being worn correctly.

What is the fall protection hierarchy?

The update replaces the earlier Class A / Class B system with two independent axes: device Types, describing how the device is used, and Classes, describing how it handles clearance and edge exposure.

Q02

What is the difference between passive and active fall protection?
Passive systems are fixed measures the worker does not interact with — netting, barricades, guardrails along a work platform. Active systems require the worker to be physically attached to a device.

Q03

What is the difference between fall restraint and fall arrest?
Restraint prevents the fall by restricting movement so the worker cannot reach the exposed edge. Arrest acts after a fall has begun, catching the worker mid-fall. Restraint is preferred because arrest can still cause injury.

Fall elimination, always. If the worker never has to be suspended above a working surface, they cannot fall — which is why the article ranks it first and why engineered access that brings work to ground level removes the hazard rather than managing it.
