Three Standards, and Which One Governs Your Site

OSHA regulates maritime work under three separate parts. Which applies depends on what the site does — and a shipyard, a terminal and a longshoring operation are not interchangeable.

Start With What the Site Does

Requirements vary by operation, so the first compliance question is not “what does OSHA require” but “which part of OSHA governs this site”. A facility doing more than one of these is governed by more than one.

What Actually Causes the Falls

Each class has a different control, and each is named in the article. Three of the four are addressed by installed infrastructure rather than by procedure.

Shipyard Employment

Water accumulation, fuel residue, algae buildup, hydraulic leaks and poor drainage create dangerous walking conditions quickly.

Control: clean pathways, rapid spill response, slip-resistant footwear — and non-skid walking surfaces designed in.

Structure

Elevated work areas

Scaffolding, suspended platforms, ladders and vessel superstructures, made worse by weather and vessel movement.

Control: guardrails or personal fall arrest wherever the exposure exists.

Openings and deck edges

Open hatches, cargo holds, elevated walkways and deck edges expose workers to falls to a lower level or into the water.

Control: OSHA requires guardrails, covers or personal fall protection where the hazard cannot be eliminated.

Procedure

Cargo and container operations

Stacked containers and active crane systems, with limited visibility, unstable cargo and moving equipment.

Control: coordination, safe access systems and worker training during cargo operations.
03 Why marine is different

A Fall Here Has Somewhere Worse to Go

In a plant, a fall ends on the floor. In a marine environment it can end in open water, a cargo hold, confined machinery, or an active operational zone — and emergency response is harder to reach in all four.

Elevated welding, confined spaces, scaffolding, ladders and temporary work platforms. Employers must maintain safe access to vessels and elevated work areas.

Rain, saltwater exposure, poor visibility and changing conditions all raise the likelihood of a slip during ordinary work.
